SALARY: $183,488.64 to $206,479.20 Annually (Range 347)
LENGTH OF SERVICE: 12 Months/227 Days per Year

POSITION DESCRIPTION
The Program Manager,District Services, is responsible for leading the Senior Management Team and the staff in the management of the day-to-day operations, resource management, and strategic planning for the Business Support Services team of the Technology JPA. This position plans, organizes, and implements all customer services related to software applications of the Technology JPA. This position is responsible for the maintenance and new development of software systems which includes design criteria and guidance during the development process, quality assurance testing, implementation planning, and delivery of systems to Technology JPA member districts and county offices of education.
ESSENTIAL JOB FUNCTIONS
- Manages the day-to-day operations for the Business Support Services team;
- Works in concert with leadership to provide resource management and strategic planning for the Technology JPA department;
- Provides effective long-term planning strategies to meet the needs of the Technology JPA department;
- Communicates issues and progress with staff and member representatives;
- Develops and implements goals, objectives, and processes to meet product deliverydates in compliance with local, county, state and federal requirements as approved by the Technology JPA Boards;
- Develops and manages complex technical and business problemresolution strategies to supportsoftware development, testing, deployment, and implementation goals and priorities;
- Monitors and evaluates effectiveness of all strategies related to customer service and software application development ;
- Researches emerging technologies;
- Chairs and supports advisory committees as requested;
- Supervises staff.
- Possession of a Bachelors’ degree in Business Administration, Information Technology, or a related field;
JOB REQUIREMENTS
Experience managing complex software application projects and operations, supervising staff, preparing, communicating and monitoring high-level priorities;
Skill establishing procedures and priorities for software development; communicating procedures, major issues and priorities; reviewing progress reports;adjusting and communicating strategies to meet set goals; understanding the complex nature of development and ensuring the delivery of software;
Knowledge of software systems design; development and implementation procedures; systemsintegration and infrastructure; project management, school businesslaws and regulations such that softwaresystems are designedto be functional, integrated, and compliant in accordance with district, county, state and federal regulations;
Ability to train and supervisestaff; analyze,interpret and apply laws and regulations; establishand manage department priorities, processes and procedures; establish and maintainappropriate project deadlines; facilitate achievement of district goals and objectives; manage multipleprojects; work with a varietyof individuals and groups;lead and communicate effectively; exercise sound judgment; and travel to various locations;
Physical Abilities include sittingfor extended periods,reaching, fine manual dexterity, pushingand pulling, talking/hearing, near and far visual acuity, depth perception, field of vision.
MINIMUM QUALIFICATIONS
- Five (5) years’ experience managing a California school district or county office of education business finance, personnel or payroll customer service and software application operation;
- Five (5) years’ experience supervising staff.
DESIRED QUALIFICATIONS
- Possession of a Masters’ degree;
- Additional years of experience managing a California school district or county office of education business finance, personnel or payroll customer service and software application operation.
