Project Management Consultant

ST. LOUIS AREA VIOLENCE PREVENTION COMMISSION
FY 2026 PROJECT MANAGEMENT CONSULTANT REQUEST FOR PROPOSALS
 

I.PURPOSE OF REQUEST:
The St. Louis Area Violence Prevention Commission (VPC) through its fiscal sponsor the St. Louis Mental Health Board (MHB) will contract with a qualified Consultant to provide project management services for the Gun Violence Response Network. The selected consultant will support the VPC team in developing a coordinated referral process and case management system for organizations serving individuals directly impacted by gun violence. The planned project period for this engagement is November 1, 2025 – October 31, 2026. The planned budget is up to $50,000.
 

II.OVERVIEW OF VPC:
Mission: The St. Louis Area Violence Prevention Commission (VPC) works to reduce violent crime in the region by promoting and advocating a coordinated, well-resourced support system and interventions among area governments, institutions and agencies that serve individuals and families most at risk of violent crime.
Vision: A reduction in gun related crimes, injuries, and deaths throughout the St. Louis Region focusing on high-risk youth.
 

III.OVERVIEW OF MHB:
Established in 1994, the St. Louis Mental Health Board (MHB) is an independent governmental taxing authority charged with collecting and distributing two local property taxes—the Community Mental Health Fund and the Community Children’s Services Fund—for purposes consistent with Missouri State Statutes and approved by the voters. Our purpose is to create an equitable, thriving community by investing in the provision of quality behavioral health and children’s services that promote mental health wellness for the residents of the City of St. Louis. MHB does not provide services directly but makes grants and other funding available to area non-profits who provide direct services. More information can be found on our website at www.stlmhb.org.
 

IV.SCOPE OF SERVICES REQUIRED:
VPC is seeking a consultant to provide project management services as follows.

  1. Process Map – Consultant will work with key partners to develop a process map and flowchart of service delivery options to facilitate referrals and care coordination.
  2. Referral Agreements – Consultant will work with key partners to create a basic plan for collecting and sharing participant information to facilitate care coordination. This may include recommending technological solutions to support information sharing.
  3. Program Monitoring – Consultant will develop a process to track program and participant outcomes and share findings with key partners to support continuous quality improvement in program delivery.
  4. Communications Support – Consultant will assess internal and external communications needs of project to develop and implement public information and marketing strategies as needed.

V.SUBMISSION REQUIREMENTS:
Consultants interested in being considered for this Project Management opportunity must submit a cover letter or biography, resume or curriculum vitae, and approach as outlined below as one attachment to stlmhb@stlmhb.org with the subject header “VPC Project Management” by October 16, 2025.

  1. Cover Letter or Biography no more than two pages – Submit a cover letter or biography that provides your contact information along with information that highlights why you would be a good fit for this project. This could include personal interest in or experience with the issue area, similar project management experience, or relevant professional experience.
  2. Resume or Curriculum Vitae no more than four pages – Submit a resume or curriculum vitae that summarizes your work experience, professional accomplishments, educational background, and volunteer experience.
  3. Approach
    1. .Capacity and Availability: Please estimate the number of hours per month that you are available to provide Project Management support. Summarize your proposed schedule and availability for in-person and virtual meetings (for example, days or time ranges that you are available to work directly with organizations).
    2. Approach: Please provide a workplan and/or timeline that summarizes your approach to this project. Include sample materials that you would design for the project as you understand it. The project must take place during the planned project period, but you may propose a shorter duration based on your approach. Include an itemized budget for your proposed costs not to exceed $50,000.
    3. References: Provide a list of three (3) references with contact information that includes the name and type of organization you worked with, along with a brief description of the type of relevant support you provided.
       

VI: SELECTION PROCESS/TIMETABLE: The VPC team will review proposals submitted for completeness, responsiveness, appropriateness of cost, and relevant experience. Proposals must be submitted by October 16, 2025. Consultants may be contacted for additional information by email, phone, or through virtual or in-person meetings. The selected consultant should be prepared to enter into a contract with a start date in November 2025.
