As an Intelligence Operations Specialist (Senior Targeting Analyst), you will:

• Perform a wide range of senior-level functions centered on targeting intelligence, data methodology, and analytic leadership.
• Interpret specialized datasets and intelligence regarding threat actors' intent and capabilities and produce operational/investigative leads and intelligence assessments explaining their impact on HHS equities.
• Conduct research and analysis of non-traditional collection threat actors affecting HHS operations, Homeland Security, and National Security to support all-source intelligence production.
• Analyze intelligence information to assess developments, trends, and threat implications within high-risk geographic and functional areas.
• Implement, participate in, and evaluate the results of programs, projects, cases, or processes.
• Serve as a principal advisor to senior leadership on targeting strategies and analytic approaches.
• Advise the Division Director and senior officials on intelligence findings and recommend positions.

Qualifications

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

• Applying advanced targeting, identity intelligence, and all-source analytic techniques to integrate departmental data, open-source information (OSINT/PAI), and intelligence reporting into actionable intelligence products, targeting packages, and investigative leads that support operational, security, and risk management decisions.
• Leading complex intelligence research and threat assessments involving Foreign Intelligence Entity (FIE) threats, supply chain risk management (SCRM), counterintelligence (CI), counterterrorism (CT), counternarcotics (CN), and biosecurity by identifying intelligence gaps, directing collection efforts, assessing threats, and developing mitigation strategies that support national security, public health, and Departmental objectives.
• Developing and implementing intelligence policies, procedures, and analytic methods for identity intelligence, intelligence data exploitation, and secure information sharing while ensuring compliance with intelligence oversight requirements, Privacy Act and PII protections, and Intelligence Community directives; facilitate intelligence sharing across Federal agencies, law enforcement, and Intelligence Community partners.
• Providing expertise in targeting, identity intelligence, supply chain risk management, and counterintelligence by briefing senior leaders, collaborating with interagency partners, resolving complex intelligence and information-sharing challenges, and recommending solutions that support policy, strategy, and mission execution.
