The State of New Hampshire, Department of Environmental Services, Water Division, Drinking Water & Groundwater Bureau has a full time vacancy for an Environmental Monitoring Program Assistant.

Summary: 

Provides paraprofessional assistance to the Drinking Water and Groundwater Bureau’s Information Management and Reporting Section for the implementation of public water system data verification and updates, data and reporting compliance, violation determination and issuance, and rule interpretation for the numerous programs and drinking water standards under the Safe Drinking Water Act.

MINIMUM QUALIFICATIONS:

 

Education: Associate’s degree from an accredited institute of higher education with a major study in one of the physical or biological sciences, other related environmental science, law, information management, or a related field. Each additional year of approved formal education may be substituted for one year of required experience.

Experience: Three years of experience in environmental regulation, a related environmental field, law, quality control, or information management, with responsibility for providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification: None required.

 

RESPONSIBILITIES:

 

  • Oversees and reviews monitoring activities to determine public water system compliance. Generates and analyzes compliance reports; issues notices of violation to public water system representatives, and serves as the program contact for issued violations for the purpose of clarifying policies, procedures, rules and standards.
     

 

  • Maintains database activities pertaining to drinking water quality monitoring program needs including verifying public water system data provided by staff and water system representatives for accuracy and provides program guidance and advisement for recommended changes where necessary.

 

  • Provides program guidance and information to public water system representatives and certified operators on a day-to-day basis by answering questions, solving problems, and providing assistance to help public water systems maintain compliance with the Safe Drinking Water Act.

 

  • Identifies needs for policies and procedures for all facets of the monitoring program, develops draft policies and procedures for the supervisor’s input, and reviews existing policies and procedures for errors or updates. Trains bureau staff in policies and procedures related to compliance with monitoring requirements.

 

  • Provides specialized assistance to NH accredited drinking water labs, involving the review and interpretation of regulations, to ensure accurate reporting of drinking water data for over 2,500 public water systems.

 

  • Assumes responsibility for monitoring programs and activities in the absence of the supervisor, and assigns clerical work to bureau support staff when needed.

 

  • Initiates emergency response activities upon being notified of a situation or violation that has significant potential to cause serious adverse effects on human health. Coordinates response with water system personnel, local and state public health officials to notify the public and ensure the safety of the drinking water supply.

 

  • Assists supervisory staff as needed in developing drinking water regulations and trainings. Identifies and recommends areas that would benefit from additional clarity or training based on frequent interaction with the regulated community and water system representatives.

 

  • Compiles and prepares reports for program supervisors for use in the enforcement of applicable federal and state regulations.

 

 

  • Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
