Developmental Evaluation Expert, Bangladesh

1. Background
The International Initiative for Impact Evaluation (3ie) is an international NGO that promotes evidence-informed equitable, inclusive, and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries (L&MICs). We provide guidance and support to produce impact evaluations and associated formative evaluations, systematic reviews and syntheses, evidence gap maps and support for using that evidence in decision-making and capacity development.

We do so through evidence programs, production of public goods, professional services, and support for institutional advancement initiatives. The evidence programs include theory-based, mixed-methods impact evaluations, implementation research, systematic reviews, evidence gap maps, and replication studies. Our work encompasses a wide range of topics, sectors and themes, including but not limited to health, nutrition, education, agriculture, governance, microfinance, climate change, humanitarian interventions, and social protection. 3ie is registered as a non-governmental organization in the United States. It has offices in New Delhi, London and Washington, DC.

We are seeking a highly skilled Developmental Evaluation Expert to join our team as an embedded expert in Bangladesh.

Location: This is a full-time position based in Bangladesh. The candidate must be willing to travel within the country as required by the program needs.

2. Summary
The Developmental Evaluation Expert will play a crucial role in supporting  a USAID program, providing insight from impact evaluations, A/B testing (e.g. rapid cycle impact evaluations testing versions of an intervention), rapid synthesis, and a variety of evidence services to enhance program effectiveness and inform decision-making processes. The technical sectors include WASH and aquaculture.

3. Key Responsibilities:

  • Inform activity planning, implementation, and adaptation of the USAID activity through best fit methods of evidence use and generation to answer programmatic questions throughout the activity life cycle.  Examples include global evidence reviews to identify promising interventions, formative research to validate potential interventions with stakeholders and conduct A/B testing of versions of proposed interventions.
  • Propose methods and approaches, identify data and analytical requirements and help mobilize and coordinate a team to implement evaluation and research
  • Provide rapid synthesis of evidence to support the timely adaptation of program activities.
  • Work closely with program teams to translate evaluation findings into practice, ensuring data-driven decision-making.
  • Liaise with 3ie’s global team to align evaluation activities with broader organizational objectives and standards.

4. Qualifications, experience and skills

  • A master's degree or higher in a relevant field (e.g., Economics, Public Policy, Evaluation, Social Sciences, International Development).
  • A minimum of 6 years of relevant professional experience preferred.
  • Strong background in quantitative and qualitative research methodologies, including randomized controlled trials and rapid evidence synthesis is desired.
  • Proven ability to translate evaluation findings into actionable recommendations for program improvement.
  • Experience working to incorporate evidence and evaluation into implementation of international development programs.
  • Excellent communication and stakeholder engagement skills, with the ability to work effectively in multicultural settings.
  • Experience in WASH or aquaculture programming or research.
  • Fluency in English and Bengali.

6. Terms of employment
This position is contingent upon 3ie being awarded the activity by USAID. 3ie offers competitive remuneration based on location, experience and qualifications. Our policies and procedures reflect our commitment to safeguarding children and vulnerable adults from abuse. We follow a zero-tolerance policy for any form of bullying or harassment in the workplace. The period of employment is coterminus with the duration of the project, between 2-5 years. Continued employment post-project at the discretion of 3ie and the candidate.
